Successful Democrat Registration Efforts?

Virginia has 317,425 more voters on the role than it had last December based on a comparison of the State Board of Election rolls on 12/7/07 and 9/30/08. That calculates to an increase of 6.94%. It includes the net gain of voters through move ins and voters reaching 18, reregistration of lapsed voters, etc. For Newport News, despite an extensive Project Vote (ACORN) effort there are 5,358 more voters in the same time period an increase of less than 5%. Half of that represents the increase from those turning 18 and this is in a community with very high military dependent turnover. Where are all those new voters that were to be registered?
